Sounds weird, but it works. Install domed or arc hoods on streetlights, to deflect the light back to the ground. It can increase local safety, decrease light pollution, and stop glare within residential buildings. The local Council will get more light for the same usage, the local residents will get more dark to sleep in, and many people will be happier.
Lots of good reasons to do this; need to understand the estimated cost to tax-payers and rate-payers
